“PUBLIC-PRIVATE PARTNERSHIPS
AND INTEGRATED WASTE MANAGEMENT”

23 – 25 January 2006, Płock, Poland

The amount of waste collected by or on behalf of municipalities has been constantly increasing in Europe for decades, slightly faster in Western Europe. However, other problems such as illegal dumping, underdeveloped municipal collection and disposal systems make waste management one of the top priorities in the new European Member States as well as in candidate countries.

Municipalities play a crucial role in waste management and improving resource efficiency. Together with other stakeholders, such as the central government, the private sector or the citizens, they can contribute to the reduction of waste generation and encourage the reuse, recycle and recovery of the waste generated. Success requires commitment from all stakeholders.

One way to run municipal services is through the participation of the private sector. This participation may take various forms depending on different socio-economic factors. Both the public and the private sector have certain advantages in the delivery of services and tasks. Hence, the objectives of the present workshop are
v to provide and overview of solid waste management of the region, with a special emphasis on the role of municipalities,
v to present the main issues of solid waste management and put it in a European perspective,
v to demonstrate the possible role of the private sector in waste management,
v to offer a platform for exchanges between the representatives of the participating municipalities.

The training is co-organized by the United Nations Institute for Training and Research (UNITAR), the City Hall of Płock, the United Nations Development Programme (UNDP), the European Foundation for Sustainable Development of the Regions (FEDRE) and VEOLIA Environnement with the support of Polimex Mostostal Siedlce, SITA PGK (Płock Urban Solid Waste Management Utility) and ZUOK Kobierniki (Municipal Waste Disposal Utility).
